
Do You Require A DVS Progressive Safe System?
The DVS Progressive Safe System requirement applies to specific categories of HGV operating in Greater London. Not all vehicles are affected, and operators should confirm their specific obligations before investing in compliance equipment.
Which Vehicles Are Affected
The DVS applies to HGVs over 12 tonnes gross vehicle weight (GVW). Lighter commercial vehicles — vans, pick-ups, and smaller trucks — are not subject to DVS requirements. Operators whose fleet is entirely below 12 tonnes GVW do not need to take action for DVS compliance.
For operators with mixed fleets, DVS compliance requirements apply only to the vehicles above the 12-tonne threshold. These vehicles require a minimum one-star DVS rating or a Progressive Safe System.
Checking Your DVS Star Rating
TfL provides a DVS checker tool that allows operators to look up the star rating for specific vehicle makes and models. Vehicles with a one-star or higher rating do not require a PSS, though operators may still choose to fit additional safety equipment.
Vehicles with a zero-star rating require a PSS to operate in Greater London. The PSS equipment must be fitted and registered with TfL before the vehicle enters the Greater London boundary.
