DVS Progressive Safe System 2024

The DVS Progressive Safe System (PSS) is Transport for London's framework for managing the risk posed by HGVs to vulnerable road users in Greater London. Understanding the current requirements is essential for any operator running vehicles over 12 tonnes in London.

What Is the DVS?

The Direct Vision Standard rates HGV cabs on how much a driver can see directly through their cab windows — without mirrors or cameras — using a star rating from zero to five. All HGVs over 12 tonnes require at least a one-star rating, or must be fitted with a Progressive Safe System to achieve a "safe" status.

The Progressive Safe System Requirements

The PSS allows vehicles with a zero-star DVS rating to operate in London by fitting approved safety equipment. The requirements include: a camera monitoring system covering the nearside and rear of the vehicle; an audible and visual warning system for close-proximity pedestrians and cyclists; driver training and assessment; and a signed operator undertaking to TfL.

The 2024 update extended and tightened these requirements. Operators should verify their compliance status against the current requirements, not the requirements at the time of their original installation.

Penalties for Non-Compliance

Non-compliant HGVs operating in Greater London are subject to a Penalty Charge Notice of £550 per incident. For operators with multiple vehicles making regular London deliveries, the exposure from non-compliance is substantial.
