What Is A Progressive Safe System?

The Progressive Safe System (PSS) is a framework introduced by Transport for London as part of the Direct Vision Standard. It allows HGVs with low or zero direct vision star ratings to operate in Greater London by fitting approved safety technology and completing required driver training.

Why the PSS Was Introduced

The Direct Vision Standard was introduced in response to the disproportionate involvement of HGVs in cyclist and pedestrian fatalities in London. A significant proportion of fatal incidents involved large vehicles where the driver had limited direct vision of the area immediately around the vehicle — particularly the nearside and directly behind.

The PSS provides a pathway for vehicles with limited direct vision to remain operational while improving the safety outcomes for vulnerable road users. The technology requirements are designed to compensate for the direct vision limitations of the cab design.

What the PSS Requires

The PSS requires operators to: fit approved camera and proximity warning systems; ensure drivers complete approved training and assessment; and register the vehicle and its compliance documentation with TfL.

The specific equipment requirements are set by TfL and have been updated since the PSS was first introduced. Operators should verify compliance against the current requirements using the TfL DVS checker.

Maintaining Compliance

PSS compliance is not a one-time event. Equipment must be maintained in working order, driver training records must be kept current, and when TfL updates its requirements, operators must review whether their existing compliance configuration still meets the standard.
